World Mental Health Day Event friday 7th October

On friday 7th October 2011 there is a free event being held at Merthyr Leisure Centre from 10.30am to 2.30pm.

Come along and try a variety of activities such as:

Entertainment will be provided during the day by Merthyr Aloud Community Choir and Mind Cymru "Changing minds" play.

Fruit and Veg Co-operative


Dont forget you can now order fruit, veg, salad and eggs from the fruit and vegetable co-operative. Orders can be placed in the Trefechan Community Centre Cafe.

For those who ordered fruit and veg this week, you will receive information on recycling as well as a portion control scoop and measurers.

Minging to Blinging







Our thanks to all the residents who took part in our minging to blinging sessions in July. We ran a series of workshops in July to raise awareness of recycling and show that old clothes can be revamped and reused rather than being thrown out.

The youth club used paints, glitters and pens to turn their old t shirts into something, whilst members of the Wednesday group used beads etc to breathe new life into their clothes and accessories.

We would like to thank Glamorgan Gates for kindly agreeing to run these workshops for us and for the recycling team from Merthyr Tydfil County Borough Council for telling local residents about their recycling service.

We will be running additional workshops in the future for local resident to show residents how to recycle household items into accessories. If you would like to come along, please contact Sally at the Communities First Office on 01685 383758.

Project Cynnal is a scheme funded by the rural development programme to help businesses in Vaynor wards that employ less than 5 people become more energy efficient and get the best out of their IT systems

Free Bus to Jobs Fair

Trefechan Communities First are running a free bus to and from the jobs fair at Merthyr Leisure Centre on Thursday 11th August at 11am.

The bus will leave Trefechan Community Centre
at 11am and also pick up on Cefn High Street at 11.05am

There will be a number of employers and agencies at the jobs fair, with the Communities First Staff on hand to assist you if needed.

RDP Grant Funding Information Day

Rural Action Merthyr is holding an RDP grant information day for people to express an interest in accessing an RDP grant. The information day will be held at:
Cefn Coed Community Centre Monday 20th June 2011 10am to 15:00pm

The meeting is open to anybody from within the Vaynor Ward community who may have an interest in accessing the RDP grant. To access an RDP grant your project must be new and innovative and will need to link to the key areas below:
- diversification into non-agricultural activities
- support for business creation and development
- encouragement of tourism activities
- basic services for the rural economy and population
- village renewal and development
- conservation and upgrading of the rural heritage
- training and information measure

The Information Day will provide an opportunity to:
discuss your project with the RDP team
As any questions in regards to the RDP grant
Identify essential criteria
Complete and expression of interest
Identify and confirm your next steps in submitting an application for an RDP grant.

Van/ trailer Permit Scheme at the Household Waste Recycling Centres

Any resident of Merthyr brings waste into the household waste recycling centre from their home in a van or trailer must apply for a free permit and bring this with them to the site. No lorries or vehicles over 3.5 tonners will be allowed to use the sites.

Permits may only be obtained by applying in person at the civic centre. You must provide proof of address and ownership of the vehicle/hire agreement. You will be asked for a description of the waste at the civic centre. This will be checked at the site to ensure that the waste is as described on the permit.

If you are borrowing a van, the van owner must accompany you when applying for a permit. You will be issued with a permit at the civic centre.

You are entitled to 6 permits per year. However, this is restricted to 3 permits at one time. Each permit is valid for up to a maximum of 7 days.

The permit is for the vehicle and not the household Once 6 permits have been allocated to the vehicle registration number no more will be issued that year. This will not apply to hire vehicles.

All household waste can be deposited at the Household Waste Recycling Centre apart from plasterboard, japanese knotweed and tyres.

The sites are located at Dowlais (The Bont) and Aberfan (Aberfan road)

Opening times are:
Summer - 1st April - 31st October 9am to 8pm
Winter - 1st November - 31st March 9am to 16.30

Cefn Coed Open Gardens - 19th June

Five gardens are opening their gates for charity on 19th June from 11am to 4pm.

Our gardens incude:
- community garden planted to encourage bees and butterflies
- a peaceful and relaxing garden where you will be able to buy tea and cake
- a wildlife friendly grden full of ideas that will attract birds and insects
- a busy working garden with vegetables, chiecken, honey bees and lots more
- a tiny garden full of pots of colour, geared to those with limited space

Adult learners week


Communities First have been busy this week supporting local residents to take part in Adult Learner's Week.

Adult Learners' Week offers adults the chance to have a go at learning something new by trying out one of the hundreds of free taster sessions that happen across Wales during the week. Adult Learners' Week is the UK's largest festival and celebration of adult learning, co-ordinated by NIACE Dysgu Cymru and core-funded by the Welsh Assembly Government, and the European Social Fund.

Communities First Trefechan in partnership with Communities First Town and Park, Menter Iaith and Glamorgan Welsh for Adult ran a Welsh Walk and Talk on May 17th to encourage residents to learn some basic welsh whilst enjoying a healthy walk.

The Cyfarthfa Story – HLF Parks for People programme for Cyfarthfa Park

A legacy and lasting symbol of Merthyr Tydfil’s national and international importance as arguably the birthplace of the industrial revolution, Cyfarthfa Park and its Castle are inextricably linked to the area’s ironworks and indeed its demise. Adopted by the Council in 1902 Cyfarthfa Park had the purpose of meeting the recreational needs of the local community.

Cyfarthfa Park is a public, grade II* Listed Historic Park located 1.5 miles north of Merthyr Tydfil town centre. It is the largest public park in the County Borough encompassing 160 acres of parkland & gardens. It offers a range of recreational facilities including Cyfarthfa Castle Museum and Art Gallery (refurbished April 2011), new Visitor Centre (Canolfan Cyfarthfa), a large lake, recently redeveloped model railway, Greenhouses, tennis courts, bowling green, sensory garden, woodland and open spaces.

Cyfarthfa Park – The Parks for People programme
The park has shown itself to be vulnerable to a number of pressures which have resulted in a deterioration of its heritage whilst its character, condition & connections no longer present a coherent whole.

The Council has secured funding from the Heritage Lottery Fund’s ‘Parks for People’ programme to develop key heritage and environmental proposals that help address identified issues. These will form part of a second-round application to fund the implementation of a five year programme. The fund is very competitive, with a limited number of applications being successful.

Should the application be successful key heritage features will be enhanced with better interpretation, improved access and links to the industrial hinterland. Disused structures such as the Icehouse will be reinstated and features, such as the Walled Garden / Kitchen Garden, will be more widely accessible. The range and number of volunteers will be increased and a Park Warden appointed to develop and facilitate practical management schemes.

Consultation
The Council has developed a Masterplan which identifies a number of recommendations for enhancement and improvements to the park. As a result of this, the Council want to find out what you think of the proposals.

Housing Benefit is Changing

Housing Benefit is changing from the 1st April 2011.

What will the changes mean?
- It is possible that the amount of housing benefit you get to pay your rent could go down
- If your housing benefit is paid directly to your landlord, the amount your landlord gets for your rent could go down

If you are getting or thinking of claiming housing beneit, you need to consider these changes before you renew or make a new tenancy agreement with a private landlord.

Who will the changes affect?
These changes could affect you if:
- you are claiming housing benefit, or are going to make a new claim under the Local Housing Allowance Scheme (LHA)
- you receive more housing benefit (up to £15) than you pay for your rent

The changes may affect you sonner than your anniversary date if:
- you are getting housing benefit and are planning to move home
- your household is changing such as someone leaving or coming to live with you

If you are claiming or intending to claim housing benefit you need to be aware of the changes and when you will be affected before negotiating or entering into a new tenancy agreement with a private landlord.

Consultation from 21st March - 29th April

The council has been carrying out a review in order to fund out how effective have been in providing and improving both our Adult and Children's Social Services during 2010/2011. Following this period of review the Director of Social Services has produced a draft report that details
- how good you believe that the council are in meeting the needs of the community
- the council's key strengths and achievements
- progress against key priorities for improvements

Brig Y Cwm Wales Energy from Waste Project

Covanta Energy Ltd have submitted an application for this major infrastructure project to the Infrastructure Planning Comission. Merthyr Tydfil County Borough Council is a statutory consultee in the process and their view is made known to the planning comission by means of a Local Impact Report which will be submitted to the IPC at the time during the process. Whilst the council is not required to carry out it's own conculstation with the community they have decided to enable residents to express their views which will be forwarded to the IPC along with the local impact report.

Ysgol - Y Graig Primary School Public consultation 23rd March

Merthyr Tydfil County Borough Council and its representatives welcome interested parties to express their views on which site the new Ysgol-y-Graig Primary School should be built, at a public consultation meeting which is taking place at Ysgol-y-Graig Primary School on Wednesday 23rd March 2011 at 4.00pm – 7.00pm.

The decision to rebuild Ysgol-y-Graig is a result of the Welsh Assembly Government identifying the need for educational investment under the 21st Century Schools programme. The Council has assessed their school surplus places, determined the asset management requirements based upon projected backlog maintenance, surveyed conditions of their educational establishments and developed strategies to improve educational outcomes.

On analysis of the assessments, the existing Ysgol-y-Graig Primary School has been identified as a school which is to be included in the first band of investment, with the earliest funding for construction being released by the Welsh Assembly Government in April 2012.

Various sites have been considered and they have been narrowed down to two possible locations. The aim of the public consultation is to capture and understand the views of all interested parties to aid the decision making process as to which of the two sites the new school will be built on. Representatives from the Council, Project Manager Mott MacDonald and Architectural Designer Austin-Smith:Lord will be on hand during the meeting to answer any questions that arise.

Garden Safe Event 10th March

The Trading Standards Service at Merthyr Tydfil County Borough Council would like to invite the public to this year's Garden Safe event at Merthyr Tydfil Leisure Centre on Thursday, 10th March. The event will take place from 10:00am until 3:00pm.

Guest speaker on the day will be Terry Walton, "The Allotmenteer" from the Radio 2 Jeremy Vine Show and Coal House fame. Due to high demand, we urge people to phone (01685) 725248 to obtain a seat at his presentation.

The Trading Standards Service has organised the event to encourage you to make best use of your garden/allotment in a safe and enjoyable way. There will also be advice on how to avoid scams and rogue traders.

Cefn Coed and Trefechan 50 plus dance and leisure group

Merthyr Valleys Homes helps Cefn Coed and Trefechan over 50s Dance and Leisure Group to go from strength to strength.

Merthyr Valleys Homes have awarded The Cefn Coed and Trefechan over 50’s Dance and Leisure Group with an annual sponsorship of £1596 for the next three years to hire a room and dance instructor for their weekly dance sessions.

The monies were given under the Merthyr Valleys Homes, tenant led, Grant and Sponsorship scheme. The purpose of the schemes are to assist local communities to develop and thrive, which will contribute towards improving the quality of residents’ lives. Fran Bevan, Chair of the Panel commented: “We are delighted to be able to secure the future of a group that gives so much to the community.”

Sandra Greenway, a member of the group said: ‘After being diagnosed with complex partial seizures (a mild form of epilepsy) I was looking for something to do and a family member who also had health concerns suggested that we both join the dance group. We receive a warm welcome and we can both forget our problems and enjoy the company of others. Now Thursdays are a day to look forward to. Since attending I have seen an improvement in health’

Recently members from the group have also had the opportunity to take their bronze level part 1 ballroom dance qualification and were awarded their certificates at a special awards evening at the Cefn Coed Social Club.
The Cefn Coed and Trefechan Dance and Leisure group welcomes new members and meet weekly on Thursdays from 1pm to 3pm at Cefn Coed Community Centre for dance sessions covering sequence dance, salsa, ballroom plus much more. Regular social dances are also held in the local community.

Have your say on Health, Social Care and Wellbeing in Merthyr Tydfil.

The Health, Social Care and Well-being (HSCWB) Partnership in Merthyr Tydfil (which involves Cwm Taf Health Board, Merthyr Tydfil County Borough Council and representatives of the Third Sector and community groups) is consulting on a new HSCWB Strategy. They want to know what you think about it. Have they identified the right things to focus on or are there any issues you feel they have overlooked?

The Health, Social Care & Well-being Strategy is a three year plan for Merthyr Tydfil. It will cover the period 2011-2014 and will show how they will drive forward improvements in the health and well-being of our local population. This is the third strategy and builds on the achievements they have made together since 2005.

The Strategy is not just about treating and caring for people who are ill, although that is an important element, it is also about keeping everyone fit and independent, helping people to participate fully in life. It addresses a broad range of factors that influence health and wellbeing including employment, housing and transport as well as considering the specific needs of groups such as older people and people with mental health problems.

The draft Strategy document is available in English or Welsh and is available on line for you to read, together with a questionnaire for you to complete to give them your views and comments. You can submit your response in the following ways:

Have your say on the Council's budget!

Following a previous public budget consultation exercise within the town centre, the Council are offering residents another opportunity to have a say in how the Council’s budget is spent.

If you would like to be involved, why not come along to visit the Council Leader, Councillor Jeff Edwards and his Cabinet members this Tuesday 1st February, 2011 in Merthyr Town Centre between 9.00 a.m. - 3 p.m.(situated at the bottom of the escalator in St Tydfil’s Shopping Centre), where you will have the opportunity to be involved in setting the Council’s budget.

Over the past few months, you will have seen in the media, coverage of the Government’s Comprehensive Spending Review and the Welsh Assembly Government’s provisional settlement and how both of these will affect public services, communities and individuals in Wales.

As a County Borough, we face challenging times ahead, with a provisional settlement of 1.7% we face a cut in resources of £1.5 million in providing services to the community.

It is appreciated, that you will be concerned about what affect this will have on the services that we deliver to you and we recognise how important it is to communicate and consult with you, and to enable the local authority to identify their service priorities and continue to provide an effective service delivery.

So why not come along and get involved in the process of developing the Council’s budget for the forthcoming year by telling us, what you think the priority areas for expenditure should be.

Partnership’s are forged on the trails




Local Authority Officers, Police Officers, and Fire officers took to the saddle this weekend as a new scheme was launched in an aim to protect promoted routes throughout the County Borough.

Merthyr Tydfil County Borough Council, South Wales Police and South Wales Fire and Rescue Service have teamed up to combat
Anti-social behaviour on the Taff, Trevithick and Celtic Trails and the surrounding Public Rights of Way network

The scheme which was launched on Sunday 23rd January aims to deal with the problems of drug use, fly tipping, illegal off road bikes and deliberately started grass fires.

Sergeant Joanne Jones of the Neighbourhood Policing team said “This is about getting the message across to people who are doing things that they shouldn’t on the trails, that there are regular inspections and that they might get caught.”

“To start there will be one patrol each month and then from March onwards there will be two or three a month”

Public Rights of Way Officer Beth Jones said “I am delighted to be launching this scheme in conjunction with our partners and would like to thank them for their support in getting it up and running”.

“We hope that it will send a strong message out that illegal and damaging use of the rights of way network will not be tolerated.”

This project has been part funded by the Merthyr Tydfil Community Safety Partnership.

Prince Charles Hospital Update

The first phase of the Emergency Care Centre is nearing completion.
Construction on the first phase is scheduled to be completed by 28th February 2011.

The new A & E Department and Fracture Clinic opens to patients on 13th March 2011.
The A & E entrance for the next 12 months will be through a new entrance located at the side of the hospital. Fracture Clinic will also be located through a different entrace at the side of the hospital.
Volunteers will be on hand to guide people at the begining of the 12 month period.
The Trust have thanked visitors, patients and staff for their support and patience through the works phases.

Merthyr Tydfil Health and Social Care Park update

The works are on target for the Health Park. The full business case was submitted in December 2010.
Completion of teh park is scheduled and on target for June 2012 with it becoming operation in October 2012.

Consultation on the Draft Health Social Care and Wellbeing Strategy for Merthyr Tydfil

Consultation on the Draft Health, Social Care & Wellbeing (HSCWB) Strategy (2011-14) began on Tuesday 4th January 2011.

The purpose of the Strategy is to ensure that Merthyr Tydfil County Borough Council and Cwm Taf Local Health Board work together alongside a range of other partners, including the voluntary sector and Public Health Wales, to improve the health, social care & wellbeing of our communities.

By identifying the issues, and focusing on the priorities relating to the social determinants of health, such as our lifestyles and our living conditions, we aim to reduce health inequalities and deliver an improved quality of life for people in Merthyr Tydfil.

The strategy will look to address the underlying causes of ill health and rebalance care towards local provision, which focuses on promoting good health and independence, involve the communities in how we do this and provide an effective communication plan to ensure that the involvement is ongoing. The strategy will also communicate across organisations, to ensure that information is shared and the provision of services is not duplicated.

The draft Strategy identifies that we need to:
• prevent ill health
• protect the most vulnerable
• promote independence and encourage self care
• ensure that we empower people to take responsibility for their own health
• integrate services and avoid duplication
• provide a customer led process

Good progress has been made since the first Health Social Care & Wellbeing Strategy and a strong foundation has been built in order to improve issues that have the potential to affect the health and wellbeing of the population of Merthyr Tydfil. Issues identified include worklessness, mental health, substance misuse and poor lifestyle choices.
